Job summary

Phoenix Data Corporation (PDC) seeks a qualified Installation Postal Officer (IPO) / Printing Service & Support professional to support a federal contract at U.S. Army Garrison Carlisle Barracks in Carlisle, PA.

The IPO will serve as the contractor's working lead for Official Mail Center operations, combining hands-on postal services with governance, accounting, customer service, and training. Position contingent upon contract award and funding.

Qualifications

• Must have active or interim Secret security clearance.
• High school diploma or equivalent.
• 1–2 years of customer service and postal/shipping experience.
• AMPS Official Mail Manager and Mail Clerk modules.
• Valid civilian state driver’s license and qualification for Government vehicle dispatch.
• Familiarity with USPS Domestic Mail Manual (DMM), International Mail Manual (IMM), AR 25-51, and DoDM 4525.09.
• Ability to operate postage-metering systems and maintain financial registers.
• Ability to lift up to 70 pounds and stand/walk for extended periods.
• No record of theft or removals for cause from relevant activities.
• Professional English communication skills.

Responsibilities

• Lead Official Mail Center operations as IPO with hands-on postal services and oversight.
• Ensure compliance with DoD, Army, USPS, and contract requirements.
• Prepare and maintain SOPs and monthly postal reports.
• Manage postage and shipping expenditures and billing codes.
• Coordinate mail changes and audits; support PS Form 3801 processes.
• Provide training for postal staff and ensure readiness.
