Phoenix Data Corporation (PDC) is seeking a qualified Installation Postal Officer (IPO) / Printing Service & Support professional to support a proposed federal contract at U.S. Army Garrison Carlisle Barracks in Carlisle, Pennsylvania.
This position is contingent upon PDC's successful award of the contract and subsequent contract funding and authorization to proceed. PDC intends to identify and nominate a qualified candidate as part of its proposal submission and anticipated staffing plan. Any employment offer will be expressly contingent upon contract award, funding, and satisfaction of all applicable pre-employment, security, and installation access requirements.
The Installation Postal Officer will serve as the contractor's working lead for Official Mail Center operations, combining hands-on postal services with operational oversight, postal compliance, financial accountability, customer service, training, and process improvement. The successful candidate will help ensure postal operations are conducted in accordance with applicable Department of Defense (DoD), Army, USPS, and contract requirements.
Applicants must meet all of the following requirements.
In addition to already holding the required Secret clearance:
The IPO serves as the contractor's Installation Postal Officer and operating lead for Official Mail Center activities. The contractor must nominate a qualified IPO within 10 working days of award, and the Government appointment process establishes the delegated IPO duties.
The position combines hands-on postal operations with postal governance, accounting, customer service, training, and operational leadership. Phoenix's proposed staffing model therefore treats the IPO as a working lead rather than a desk-only manager.
Phoenix recruiting preferences above the Government minimum
This opportunity is being recruited in support of PDC's bid and proposal effort for a proposed federal contract. The position is not an unconditional employment offer or a guarantee of work.
PDC may identify and evaluate candidates and, where appropriate, extend a written contingent offer of employment before contract award. Any such offer will expressly state that employment is contingent upon:
PDC receiving the applicable contract award.
Availability of contract funding and authorization to proceed.
Verification of the required qualifications and security clearance.
Completion of applicable background, installation access, and pre-employment requirements.
Satisfaction of any additional contract-specific conditions.
The anticipated start date will depend on the contract award, Government appointment and approval processes, and authorization to begin performance. No work may begin until all applicable requirements have been satisfied.
