Job summary

Tetra Tech is seeking experienced Cost Estimators to join our Disaster Recovery Cadre to support FEMA Public Assistance and other disaster recovery programs nationwide. You will develop accurate, defensible cost estimates for infrastructure restoration and assist with funding eligibility determinations.

This on-call cadre position may involve remote, field-based, or hybrid assignments, working with multidisciplinary teams to ensure compliant, well-documented estimates and effective recovery

Qualifications

• Minimum 2 years of professional cost estimating, engineering, or construction management experience.
• Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facility projects.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices, facility assessments, project scope development, and construction inspection activities.
• Experience working collaboratively within multidisciplinary project teams.
• Strong analytical, organizational, and problem-solving skills.
• Strong written and verbal communication abilities.
• Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Teams.
• Ability to travel as needed for field assignments.
• Valid driver's license.

Responsibilities

• Support FEMA PA and other disaster recovery programs through scoping, damage assessment, and cost estimating.
• Conduct site inspections of damaged facilities and infrastructure to identify damages and restoration needs.
• Develop and validate project scopes, unit costs, and cost estimates.
• Prepare conceptual, parametric, and detailed bottom-up cost estimates.
• Develop labor, equipment, materials, subcontractor, and general conditions costs.
• Ensure cost estimates are accurate, defensible, and audit-ready.
• Collaborate with engineers, architects, contractors, and program staff.
• Assist with cost validation and documentation reviews.
• Maintain project records per client and program requirements.
