Job summary

Tetra Tech is seeking experienced Cost Estimators for its Disaster Recovery Cadre to support FEMA Public Assistance and other recovery programs. You will develop accurate cost estimates for infrastructure restoration, emergency work, and permanent work, evaluating damaged facilities and validating project scopes.

This on‑call, as‑needed role may be remote, field‑based, or hybrid depending on client needs, with opportunities to work across the United States.

Qualifications

• 2+ years of professional experience in construction estimating or related field.
• Experience developing conceptual, parametric, and detailed cost estimates.
• Experience estimating labor, equipment, materials, and costs.
• Familiar with modern construction practices, codes, and regulations.
• Ability to travel for field assignments and work in multidisciplinary teams.
• Strong written and verbal communication abilities.
• Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams).

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs through cost estimating activities.
• Conduct site inspections to understand damages, repairs, and construction requirements.
• Develop conceptual, parametric, and detailed bottom‑up cost estimates.
• Prepare estimates for labor, equipment, materials and general conditions.
• Review engineering reports, plans, specs, and cost documentation.
• Provide estimating expertise to project managers and applicant representatives.
• Coordinate with engineers, architects, environmental specialists, and contractors.
• Maintain project records and supporting documentation for audits.
