Job summary

Tetra Tech is seeking a Cost Estimator to join its Disaster Recovery Cadre. You will develop accurate, defensible cost estimates for infrastructure restoration, emergency work, and permanent work across FEMA Public Assistance programs, supporting scoping, validation, and eligibility determinations.

Assignments may be remote, field-based, or hybrid; this on-call, as-needed role requires travel and collaboration with engineers, architects, and grant professionals to ensure timely, auditable

Qualifications

• Minimum 2 years of professional experience in cost estimating or related discipline.
• Experience developing conceptual, parametric, and detailed cost estimates for infrastructure or facilities.
• Experience estimating labor, equipment, material, and construction costs.
• Familiarity with modern construction practices, facility assessments, project scope development, and construction inspection activities.
• Experience working collaboratively within multidisciplinary project teams.
• Strong written and verbal communication abilities.
• Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Teams.

Responsibilities

• Perform project scoping, damage assessment, and cost estimating for disaster recovery programs.
• Conduct site inspections to understand damages, proposed repairs, and construction requirements.
• Develop concept, parametric, and bottom-up cost estimates for infrastructure projects.
• Prepare cost analyses for roads, bridges, utilities, buildings, and other public facilities.
• Support FEMA Cost Estimating Format (CEF) analyses and related documentation.
• Assist project teams with cost validation, reasonableness determinations, and documentation reviews.
