Job summary

Tetra Tech is seeking a Cost Estimator to join our Disaster Recovery Cadre, supporting FEMA Public Assistance and other recovery programs by developing accurate, defensible cost estimates for infrastructure restoration and emergency work. Responsibilities include evaluating damaged facilities, preparing scopes, and supporting funding eligibility determinations.

This on-call, as-needed role may involve remote, field-based, or hybrid deployments across the United States.

Qualifications

• Minimum 2 years of professional experience in construction estimating or related field.
• Experience developing conceptual, parametric, and detailed cost estimates.
• Experience estimating labor, equipment, materials, and construction costs.
• Familiarity with modern construction practices and project scopes.
• Strong written and verbal communication; ability to work with multidisciplinary teams.
• Proficiency with Microsoft Office including Excel.
• Willingness to travel and valid driver's license.

Responsibilities

• Support FEMA Public Assistance and other disaster recovery programs through scoping and cost estimating.
• Perform site inspections and assess damages to determine restoration needs.
• Prepare bottom-up cost estimates for disaster recovery projects.
• Develop estimates for roads, bridges, utilities, buildings, and drainage.
• Create clear, audit-ready estimation documentation.
• Support cost validation and program reviews.
• Coordinate with engineers, architects, and other stakeholders.
