Job summary

ICF Olson in Colorado is seeking a Construction Management Project Manager to guide HUD‑funded housing recovery programs (CDBG‑DR/CDBG‑MIT) for the DOLA framework. You will lead construction oversight, cost estimating, environmental compliance, and cross‑functional coordination with state and local authorities to ensure adherence to codes and program requirements.

You will manage scopes, change orders, and documentation, while developing SOPs and providing technical assistance to partners.

Qualifications

• Bachelor’s degree in Construction Management or related field.
• 5+ years of experience managing federally funded construction programs (CDBG-DR/CDBG-MIT).
• Experience with large residential construction programs in Colorado.
• Strong knowledge of HUD requirements and Colorado codes.
• Proven leadership of multidisciplinary teams including inspectors and contractors.
• Familiarity with cost reasonableness review and Davis-Bacon compliance.
• Valid driver’s license and ability to travel across Colorado.

Responsibilities

• Lead construction oversight and quality control on housing projects funded by CDBG‑DR/CDBG‑MIT.
• Coordinate with state/local officials, environmental teams, and program managers to ensure HUD compliance.
• Develop SOPs for construction standards and field QA/QC procedures.
• Support procurement in contractor scoring and change orders.
• Manage training sessions and technical assistance workshops for partners.
• Maintain documentation for HUD monitoring and audits.
