Job summary

ICF Olson seeks a Deputy Project Manager - Operations to lead field operations across Los Angeles County, directing damage inspectors, construction managers, engineers and staff to ensure timely project delivery and adherence to HUD CDBG-DR/CDBG-MIT requirements. You will refine construction processes, supervise teams, and coordinate with contractors and officials to meet program goals.

You will manage schedules, monitoring performance, and producing reports for grant compliance while traveling

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • 3–5 years of experience in construction management or field operations (disaster recovery or federally funded programs a plus).
  • Experience managing multidisciplinary field teams, including inspectors, engineers, subcontractors, and construction personnel.
  • Familiarity with HUD CDBG-DR/CDBG-MIT program requirements.
  • Knowledge of Los Angeles County and California State Building, Fire, and applicable codes and standards.
  • Knowledge of ADA and accessibility standards.

Responsibilities

  • Manage day-to-day operations and logistics of field personnel across LA County, including inspectors, construction managers, administrative staff, structural engineers, and stakeholders.
  • Coordinate and oversee field construction activities, including inspections and contractor work, to ensure QA and timely completion.
  • Assist in development and refinement of construction processes, SOPs, and operational improvements to increase efficiency.
  • Ensure compliance with HUD CDBG-DR/CDBG-MIT program requirements and local building codes.
  • Provide leadership and support to field teams, including training, mentoring, and addressing performance issues.
  • Coordinate with local officials, contractors, subcontractors, and program managers to align activities and resolve issues.
  • Prepare reports and updates to support project management, grant compliance, and stakeholder communication.
  • Maintain and track project schedules, milestones, and deliverables, identifying risks and ensuring timely resolution.
  • Provide oversight of plans, scopes of work, and contractor submissions to ensure consistency and alignment with budgets.
  • Travel across LA County for site visits and on-site support.
