Job summary

ICF is seeking a Construction Management Project Manager to support the Colorado Department of Local Affairs (DOLA) in disaster recovery efforts. The role focuses on managing federal grants, construction oversight, and environmental compliance in Colorado communities.

The candidate will lead multidisciplinary teams, coordinate with HUD requirements, and ensure projects meet building, energy, and wildfire resilience codes. Travel may be required.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • 5+ years managing federally funded construction programs (CDBG-DR/CDBG-MIT).
  • Experience in Colorado with floodplain, high-wind, and WUI compliance.
  • Strong knowledge of HUD requirements and Colorado building/energy codes.
  • Leadership of multidisciplinary teams including inspectors, engineers, contractors.

Responsibilities

  • Provide construction oversight and QC on housing projects funded by CDBG-DR/CDBG-MIT.
  • Coordinate with state/local officials to ensure HUD compliance and codes.
  • Develop SOPs for construction standards and QA/QC procedures.
  • Manage procurement contractor scoring and performance alignment with KPIs.
  • Assist with environmental and regulatory documentation for HUD monitoring.
