Job summary

ICF is seeking a Construction Management Project Manager to assist the Colorado Department of Local Affairs (DOLA) with managing HUD‑funded housing recovery programs. You will lead construction oversight, ensure environmental and code compliance, and coordinate with state/local officials and program managers.

The role requires extensive knowledge of CDBG‑DR/CDBG‑MIT requirements, environmental and energy codes, and the ability to manage multidisciplinary teams across multiple sites in Colorado.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related discipline.
  • 5+ years managing federally funded construction programs (CDBG-DR/CDBG-MIT).
  • Experience with large-scale residential construction in Colorado (floodplain, high-wind, WUI).
  • Strong understanding of HUD requirements, local codes, green building standards, and Section 3/MBE/WBE goals.
  • Demonstrated leadership of multidisciplinary teams (inspectors, engineers, contractors, staff).
  • Familiarity with cost reasonableness review, Xactimate or RSMeans, and Davis-Bacon compliance.
  • Excellent communication across agencies, stakeholders, and internal teams.
  • Proficiency in MS Office and PM platforms (Smartsheet, Salesforce).

Responsibilities

  • Provide construction oversight and QA/QC for housing rehabilitation, reconstruction, and new construction funded by CDBG‑DR and CDBG‑MIT.
  • Coordinate with state/local officials and environmental teams to ensure HUD compliance and code adoption.
  • Develop SOPs for construction standards, environmental mitigation, and field QA/QC procedures.
  • Support procurement via contractor scoring and performance alignment with KPIs.
  • Manage staff training sessions and workshops for partners, builders, and internal teams.
  • Oversee documentation and resolution of construction issues and homeowner concerns.
