Job summary

Qualifications

• Proven leadership experience managing proposal operations and proposal development teams in a government contracting environment.
• Experience implementing and optimizing proposal management processes, procedures, tools, and best practices.
• Strong understanding of proposal development methodologies, compliance requirements, capture processes, and business development strategies.
• Exceptional verbal and written communication skills, with the ability to engage remote stakeholders.
• Ability to lead and motivate teams under tight deadlines in a fast-paced environment.
• Collaborative leadership with a strong commitment to quality and customer focus.

Responsibilities

• Lead and develop proposal management teams responsible for the successful delivery of competitive proposals across state and local government.
• Establish, implement, and continuously improve proposal development processes, tools, templates, and best practices.
• Provide strategic oversight of the proposal lifecycle, ensuring on-time, high-quality submissions.
• Partner closely with capture managers, business development leaders, proposal managers, writers, and technical teams.
• Drive proposal reviews, risk assessments, resource planning, and executive decision-making.
• Promote a culture of collaboration, accountability, innovation, and operational excellence.
• Monitor proposal performance metrics and implement process improvements.
