Job summary

Socure is seeking a Director, Capture and Proposals, Public Sector to turn opportunities into awards. You will lead the capture lifecycle, shape requirements, and drive compliant, compelling proposals across federal and state/local markets.

You will build the process, content engine, and team to make winning repeatable, scalable, and aligned with procurement rules while partnering with Sales, Government Affairs, and Market Strategy.

Qualifications

• 10+ years in government capture and proposal leadership for technology, data, cybersecurity, identity, or software companies.
• Leading and scaling a capture and proposal function with process, tooling, content library, and team.
• Leading capture for complex, competitive pursuits including shaping, teaming, solution and price strategy, and orals.
• Strong command of Shipley, APMP, or equivalent methodology.
• Working knowledge of FAR/DFARS, state and local procurement rules, contract vehicles, and evaluation criteria.
• Structuring teaming agreements with primes, integrators, and resellers.
• Building trusted relationships with government program and procurement officials.
• Communicating technical and strategic concepts clearly to stakeholders.
• Managing deadlines and cross-functional teams in a fast-paced environment.
• Exceptional writing and editing skills; translate technical capabilities into persuasive narratives.

Responsibilities

• Lead Socure's capture and proposal operating model, including lifecycle, gates, roles, tools, and metrics; scale with managers and writers.
• Own the capture lifecycle on priority pursuits from identification through award.
• Run bid/no-bid discipline with Sales, Finance, and Head of Public Sector.
• Shape opportunities early by engaging buyers, respond to RFIs, influence requirements.
• Direct and write proposals end to end, including compliance, win themes, and reviews.
• Ensure submissions meet requirements and standards with Legal and GRC reviews.
• Maintain proposal content library and knowledge base; leverage AI to speed quality.
• Own pursuit pipeline, report status and win rate to Head of Public Sector.
• Lead post-submission debriefs to drive process and content improvements.
