Job summary

Saint Louis Housing Authority seeks an experienced executive to oversee and direct property management activities, asset management oversight, and regulatory compliance for an affordable housing portfolio including Public Housing, PBV, and LIHTC assets. This leader coaches staff to apply best industry practices and ensure compliance with HUD, LIHTC, and state regulations to safeguard assets.

Responsibilities include planning, reporting, budget creation, and staff development.

Qualifications

• Bachelor's degree plus a minimum of 8 years of property management experience.
• Certifications in housing tax credits or public housing management are preferred, or the ability to obtain within one year of employment.
• Experience managing properties with layered funding (Public Housing, LIHTC, PBV) is preferred.

Responsibilities

• Lead and coach property management staff to meet HUD, LIHTC, PBV requirements and best practices.
• Prepare annual management plans with input from the Director of Asset Management; prepare monthly narrative and statistical reports.
• Create and monitor the property management budget and submit annual budget for approval.
• Ensure compliance with HUD rules, LIHTC agreements, and fair housing laws; oversee regulatory inspections.
