Job summary

St. Louis Housing Authority seeks an exempt property manager to oversee a public housing portfolio. You will supervise leasing and maintenance staff, ensure timely leasing of vacant units, and conduct eligibility reviews for residents.

Role requires enforcing lease terms, compliant with HUD and SLHA policies, and maintaining a strong rent collection and asset management discipline. A PHM or COS is preferred or obtainable within a year.

Qualifications

• Bachelor's degree in business, finance, accounting, real estate or public administration and 5–7 years in property management or related work.
• Public Housing Manager (PHM) or COS certificate preferred or ability to obtain within one year.

Responsibilities

• Achieve and maintain optimum performance of properties and staff per agency goals and property management principles.
• Prepare budgets, monitor expenditures, sign invoices, track labor to ensure fiscal soundness.
• Manage waiting lists and select residents per SLHA guidelines and Fair Housing.
• Perform eligibility reviews and maintain lease-up rate of 98% or greater.
• Conduct annual/interim re-certifications and enforce lease provisions per HUD and SLHA guidelines.
• Initiate eviction proceedings when necessary and appear in court as required.
• Establish rent collection procedures and report delinquent accounts.
• Respond to emergencies after hours and ensure maintenance tasks meet SLHA standards.
