Job summary

St. Louis Housing Authority is seeking an exempt executive to oversee property management, asset oversight, and regulatory compliance for an affordable housing portfolio including Public Housing, PBV properties, and LIHTC assets.

The role directs and coaches property management staff to meet HUD, LIHTC, and agency standards, ensuring compliance and safeguarding assets. Strong leadership, budgeting, and regulatory experience are essential.

Qualifications

• Bachelor's degree in business, finance, accounting, real estate or public administration and 8+ years in property management.
• Certifications in LIHTC/tax credit or public housing are preferred or obtainable within 12 months.
• Experience managing properties with layered funding (LIHTC/PBV, RAD, etc.) is preferred.
• Must be a self-starter with solution orientation.

Responsibilities

• Coach site teams in HUD Public Housing, PBV, LIHTC compliance and operations.
• Ensure compliance with HUD rules, LIHTC requirements and fair housing laws.
• Prepare annual management plans with input from Asset Management Director.
• Prepare monthly reports and variance analyses for Executive Director and Board.
• Identify strengths and improve efficiency within teams.
• Conduct regular site visits to mentor Property Managers and address issues.
• Direct reviews for regulatory inspections and prepare responses.
• Approve market rent changes, write-offs and reimbursements.
• Create and monitor budgets for the property management division.
• Supervise direct reports and conduct performance evaluations.
• Develop and refine operational policies and procedures.
• Address resident complaints with site staff.
