Job summary

Arnold Grounds Property Management seeks an experienced Regional Property Manager to oversee a portfolio of affordable multifamily communities in the St. Louis, Missouri area.

This role reports to the Area Vice President and drives performance, compliance, budgeting, and staff development. The ideal candidate has extensive affordable housing and LIHTC experience, strong operations knowledge, and proven leadership.

Qualifications

• 5+ years of multifamily property management with multi-site or regional leadership experience.
• Extensive affordable housing and LIHTC experience required.
• Strong LIHTC compliance knowledge, income qualification, annual recertifications, file documentation, Fair Housing, and affordable housing regulations.
• Experience overseeing multiple properties, Community Managers, maintenance operations, and site-level teams.
• Strong budgeting, financial statements, variance reporting, occupancy, and expense management.
• Proven ability to identify underperforming properties and implement corrective actions.
• Strong leadership, communication, organizational, and problem-solving skills.
• Valid driver's license and reliable transportation due to travel between properties.

Responsibilities

• Provide direct operational oversight and leadership for an assigned portfolio of affordable multifamily communities.
• Supervise, coach, and hold Community Managers and site teams accountable for operational, financial, compliance, and property performance.
• Partner closely with the Area Vice President to establish portfolio priorities, resolve operational concerns, and execute company objectives.
• Ensure communities maintain compliance with LIHTC, HUD, Fair Housing, and other applicable federal, state, and local affordable housing requirements.
• Monitor occupancy, leasing activity, collections, delinquency, resident retention, vacancy loss, and other key property performance indicators.
• Review and monitor annual recertifications, interim certifications, compliance documentation, and other required affordable housing processes.
• Oversee property budgets, payroll expenses, operating expenses, accounts payable, revenue performance, and budget variances.
• Review monthly financial statements and develop corrective action plans for properties that are not meeting budget or performance expectations.
• Conduct regular property inspections to evaluate curb appeal, unit conditions, maintenance operations, safety concerns, staffing needs, and overall property performance.
• Monitor work orders, unit turns, preventative maintenance programs, vendor performance, and capital improvement projects.
• Assist with preparation for regulatory, investor, agency, and physical inspections, including NSPIRE and other applicable inspections.
• Partner with Human Resources on recruiting, employee relations, performance management, corrective action, training, and staffing needs.
• Ensure Community Managers maintain appropriate documentation and consistently follow company policies and procedures.
• Provide leadership during property transitions, operational challenges, compliance concerns, staffing changes, and performance improvement initiatives.
• Maintain regular communication with the Area Vice President regarding portfolio performance, significant resident or employee matters, compliance concerns, financial risks, and recommended corrective actions.
• Travel regularly throughout the assigned St. Louis-area portfolio.

Position Summary

We are seeking an experienced Regional Property Manager to oversee a portfolio of affordable multifamily communities throughout the St. Louis, Missouri area. This leadership position reports directly to the Area Vice President and is responsible for driving operational performance, regulatory compliance, financial results, property conditions, and team development across the assigned portfolio.

The ideal candidate will have extensive hands-on experience in affordable housing and Low-Income Housing Tax Credit (LIHTC) programs, along with a strong understanding of property operations, compliance requirements, budgeting, resident relations, maintenance oversight, and staff leadership.

• Strong understanding of multifamily budgeting, financial statements, variance reporting, collections, occupancy, and expense management.Experience preparing properties and teams for regulatory and physical inspections.
• Proven ability to identify underperforming properties and implement measurable corrective action plans.
• Strong leadership, coaching, communication, organizational, and problem-solving skills.
• Ability to handle confidential and sensitive employee, resident, and business matters professionally.
• Proficiency with property management software and Microsoft Office applications.
• Valid driver's license and reliable transportation required due to regular travel between properties.

Preferred Qualifications

Affordable housing certifications such as HCCP, SHCM, COS, TCS, or equivalent are strongly preferred. Experience with HUD-assisted communities, layered affordable housing programs, compliance audits, NSPIRE inspections, and property stabilization is also highly desirable.

Affordable housing and LIHTC experience are essential requirements for consideration.
