Job summary

Saint Louis Housing Authority seeks an exempt property management professional to oversee portfolio performance, asset oversight, and regulatory compliance. You will supervise leasing and maintenance staff, perform eligibility reviews, and safeguard agency assets while ensuring lease compliance and timely occupancy.

The role requires strong budgeting, policy knowledge, and the ability to manage multiple tasks with deadlines.

Qualifications

• Bachelor's degree in Business, Finance, Accounting, Real Estate or Public Administration with 5–7 years in property management.
• PHM or COS certification preferred or obtainable within one year.
• Self-starter and solutions driven.
• Ability to manage multiple tasks and deadlines.

Responsibilities

• Achieve and maintain optimum performance of properties and staff in line with goals and guidelines.
• Prepare budgets and monitor expenditures; sign invoices and track labor costs for fiscal soundness.
• Manage waiting list and select residents for occupancy per SLHA guidelines and Fair Housing policies.
• Perform eligibility reviews and ensure timely lease-ups with a 98% or greater lease-up rate.
• Conduct annual and interim re-certifications; enforce lease terms and HUD/SLHA policies; issue lease violation notices.
• Initiate eviction court proceedings when needed and appear in court when required by counsel.
• Establish rent collection procedures and report delinquent accounts; ensure collection goals are met.
• Respond to emergencies and after-hours needs; coordinate with executive management as required.
• Procure services and supplies within budget using SLHA procedures.
• Review transfer requests per policy; inform residents and staff of HUD/SLHA rules.
