Job summary

St. Louis Housing Authority seeks an exempt Property Manager to oversee property and asset management, regulatory compliance, and leasing performance for assigned properties. You will supervise leasing and maintenance staff, conduct eligibility reviews, and ensure leases comply with HUD and SLHA policies.

Responsibilities include developing work procedures, maintaining asset integrity, meeting deadlines, and coordinating with management to safeguard agency assets and resident wellbeing.

Qualifications

• Bachelor's degree with 5–7 years property management experience.
• PHM or COS preferred or ability to obtain within one year.
• Self-starter and solutions driven.

Responsibilities

• Achieve and maintain optimum performance of properties and staff.
• Prepare budgets, monitor expenditures, sign invoices, track labor costs.
• Manage waiting list and select residents per SLHA guidelines and Fair Housing.
• Perform eligibility reviews for prospective tenants and maintain lease-up rate.
• Conduct annual/interim re-certifications of residents and enforce leases.
• Initiate eviction court proceedings when no remedy is available.
• Establish rent collection procedures and report delinquencies.
• Respond to emergencies and after-hours requirements.
• Procure services and supplies within budget and SLHA procedures.
• Review transfer requests per SLHA policy.
• Inform residents and staff of HUD/SLHA policies.
• Assess capital expenditure needs and report to management.
• Meet with resident associations to oversee staff development.
