Job summary

Evolver is seeking an experienced Program Manager to oversee critical defense-focused initiatives, including the Vulnerability Disclosure Program (VDP), the Defense Industrial Base Collaborative Sharing Environment (DCISE), and the Operations Enablement Directorate (OED). The ideal candidate will lead a large, high- tempo team, ensure requirements traceability, manage budgets and staffing, and partner with DC3 to deliver secure, mission-focused results in a demanding environment.

Qualifications

• Active TS clearance eligibility and ability to pass a comprehensive background check.
• PMP certification required.
• 5 years of experience managing a large, high‑intensity project with 100+ team members.
• 5 years of experience overseeing manpower planning for large projects.
• 5 years of experience performing financial and performance monitoring of contracts.

Responsibilities

• Oversee management and oversight of the Vulnerability Disclosure Program (VDP), DC3, DCISE, and the Operations Enablement Directorate (OED).
• Facilitate communications, document requirements, and track activities using industry-standard methodologies to ensure tasks are completed.
• Ensure quality and efficiency of team performance and assist DC3 with financial and business processes.

Responsibilities:

• The PM shall provide overall management and oversight of all activities performed to support the Vulnerability Disclosure Program (VDP), the Defense Industrial Base Collaborative Sharing Environment (DCISE), and the Operations Enablement Directorate (OED).
• The PM shall facilitate communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation, and ensure all tasks are accomplished.
• The PM shall be responsible for the quality and efficiency of the performance of the team and shall assist DC3 with financial and business processes.

Basic Qualifications

• US Citizen with an Active Top Secret clearance with TS-SCI clearance eligible and the ability to pass a comprehensive background check
• Project Management Professional (PMP) certification.
• 5 years of experience managing a project within a high intensity environment, with over 100 team members and a complex mission.
• 5 years of experience overseeing and determining manpower requirements for large projects
• 5 years of experience performing financial and performance monitoring of contracts

Preferred Qualifications

• US Citizen with an Active Top Secret – SCI clearance and the ability to pass a comprehensive background check
• 8 years of experience managing a project within a high intensity environment, with over 100 team members and a complex mission.
• 8 years of experience overseeing and determining manpower requirements for large projects
• 8 years of experience performing financial and performance monitoring of contracts
