Job summary

Evolver is seeking an OED Technical Lead in Linthicum, MD to provide strategic leadership for the OED team working on intelligence analysis and cyber investigations. The role requires guiding technical efforts, supervising personnel, and coordinating with DC3 on financial and business processes.

Candidate experience includes 7 years in intelligence analysis, leadership, and 5 years in cyber threat reporting, with a Top Secret/TS-SCI eligibility.

Qualifications

• Active Top Secret clearance with TS-SCI eligibility and the ability to pass a comprehensive background check.
• 7 years of experience leading technical efforts or supervising teams supporting intelligence analysis requirements.
• 7 years of experience supporting the intelligence community in intelligence collection, policy, and systems.
• 7 years using intelligence analysis methods including HUMINT and SIGINT.
• 5 years developing requirements to collect, analyze, manage, and present intelligence for cyber investigations and operations.
• 5 years writing analytical reports (e.g., IIRs) and operational cyber threat products.
• 5 years of project management experience (scope, cost, resources, risk, schedule).

• Assign tasks to personnel, supervise ongoing technical efforts, and manage overall performance of the team.

Responsibilities

• The OED Technical Lead shall provide overall leadership and guidance for all personnel assigned to the
• OED, including assigning tasks to personnel, supervising ongoing technical efforts, and managing overall performance of the team.
• The OED Technical Lead shall be responsible for the quality and efficiency of the performance and shall assist DC3 with all financial and business processes.

Basic Qualifications

• US Citizen with an Active Top Secret clearance with TS-SCI clearance eligible and the ability to pass a comprehensive background check
• 7 years of experience leading technical efforts or supervising teams supporting intelligence analysis requirements.
• 7 years of experience supporting the intelligence community or related Government, industrial, and academic communities in the areas of intelligence collection and policy and intelligence systems and capabilities.
• 7 years of experience using principles, concepts, and methodologies of intelligence analysis, including, but not limited to, the use of HUMINT and SIGINT methods
• 5 years of experience developing requirements and methodologies to collect, analyze, manage, and present intelligence in support of cyber investigations and operations.
• 5 years of experience writing various analytical reports (e.g., IIRs), serialized intelligence products, and operational cyber threat products).
• 5 years of experience for project management experience (e.g., responsible for handling project scope, cost, resources, risk, and schedule).

Preferred Qualifications

• US Citizen with an Active Top Secret – SCI clearance and the ability to pass a comprehensive background check
• 10 years of experience leading technical efforts or supervising teams supporting intelligence analysis requirements.
• 10 years of experience supporting the intelligence community or related Government, industrial, and academic communities in the areas of intelligence collection and policy and intelligence systems and capabilities.
• 10 years of experience using principles, concepts, and methodologies of intelligence analysis, including, but not limited to, the use of HUMINT and SIGINT methods
