Job summary

Evolver is seeking an experienced IT and cybersecurity leader to manage the XT-CS-CIO program for federal customers. The role involves implementing security frameworks, directing risk assessments, and coordinating audits to ensure robust protection of critical systems.

Ideal candidates will have 5+ years in IT leadership with a track record in strategic planning, budgeting, and policy implementation within high-stakes environments. A Top Secret clearance or eligibility is required or anticipated.

Qualifications

• U.S. Citizen with active Top Secret clearance or eligibility and ability to pass a comprehensive background check.
• 5+ years of IT leadership and accountability experience including IT management responsibilities.

Responsibilities

• Lead and oversee the XT-CS-CIO program management, ensuring requirements and activities are tracked and documented for continuous monitoring and evaluation by DC3.
• Oversee compliance with frameworks like NIST, ISO 27001, and CMMC to maintain organizational security posture.
• Coordinate internal and external security audits to validate control effectiveness and address findings.
• Direct cross-team coordination to manage dependencies and optimize resource use.
• Lead crisis response during major breaches, ensuring timely detection, containment, and recovery.
• Oversee third-party security vendors and ensure acquisitions meet security standards.
• Promote a security-first culture through organization-wide cybersecurity education and training.

Summary

• Primary Point of Contact (POC) for the XT-CS-CIO. XT-CS CIO Task Lead shall provide overall management and oversight of all activities performed by personnel. The lead shall facilitate communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the DC3, and ensure all tasks are accomplished
• IAW this PWS. The lead shall be responsible for the quality and efficiency of the performance and shall assist DC3 with all financial and business processes.

Responsibilities

• Implement and maintain frameworks like NIST, ISO 27001, or CMMC to ensure organizational compliance.
• Oversee regular cybersecurity risk assessments and vulnerability testing to identify and mitigate emerging threats.
• Coordinate internal and external security audits to validate the effectiveness of controls
• Coordinate tasks among different project teams and manage cross-team dependencies to prevent resource conflicts.
• Lead crisis response efforts during major breaches, ensuring timely detection, containment, and recovery.
• Oversee the selection and management of third-party security vendors and ensure acquisitions meet organizational security standards.
• Drive a "security-first" culture by leading organization-wide cybersecurity education and training programs.

Basic Qualifications

• US Citizen with an Active Top Secret clearance with TS-SCI clearance eligible and the ability to pass a comprehensive background check
• 5 years of experience with IT leadership and accountability including effective implementation of IT management responsibilities.
• 5 years of experience with strategic IT planning all IT management functions.
• 5 years of experience assessing agency IT workforce needs and developing strategies and plans for meeting those needs.
• 5 years of experience with annual and multi-year IT planning, programming, and budgeting decisions.
• 5 years of experience managing, evaluating, and assessing how well the agency is managing its IT resources
• 5 years of experience implementing and ensuring compliance with an agency-wide information security program.
• 5 years of experience as a champion for digital equity for the workforce by ensuring digital accessibility of information and telecommunication technologies.

Preferred Qualifications

• US Citizen with an Active Top Secret – SCI clearance and the ability to pass a comprehensive background check
• 8 years of experience with IT leadership and accountability including effective implementation of IT management responsibilities.
• 8 years of experience with strategic IT planning all IT management functions.
• 8 years of experience assessing agency IT workforce needs and developing strategies and plans for meeting those needs.
• 8 years of experience with annual and multi-year IT planning, programming, and budgeting decisions.
• 8 years of experience managing, evaluating, and assessing how well the agency is managing its IT resources
• 8 years of experience implementing and ensuring compliance with an agency-wide information security program.
• 8 years of experience as a champion for digital equity for the workforce by ensuring digital accessibility of information and telecommunication technologies.
