Job summary

PCL Construction Services, Inc. in Bothell, Washington is seeking a Labor Compliance Specialist to manage certified payroll records, wage determinations, and labor compliance across projects.

You will work with the Client, Labor Compliance Specialists, and contractors to ensure adherence to Washington Prevailing Wage Rates, Davis-Bacon Act, and related agreements. Responsibilities include reviewing compliance docs, onboarding subcontractors, and conducting field audits.

Qualifications

• Associates degree or three years’ related experience and/or training.
• Ability to perform basic administrative, clerical and data entry duties.
• Good interpersonal and communication skills, sound judgement and high attention to detail.
• Understanding of State and Federal labor standards (Washington and Davis-Bacon).

Responsibilities

• Ensure accurate processing, recording, and reporting of the project's CPRs per wage rates and labor agreements.
• Research, interpret, and enforce regulatory labor documentation for project labor agreements.
• Inform, monitor and review compliance documentation for subcontractors’ CPR reports.
• Participate in subcontractor onboarding to inform labor compliance obligations.
• Prepare compliance documents for orientation meetings.
• Review wage determinations and monitor apprentice usage.
• Notify subcontractors of wage violations and request corrective action.
• Prepare reports for management and close-out all contractors at all levels.
• Perform labor field investigations and audits to ensure CPR validity.
