Job summary

PCL Construction Services, Inc. in Glendale, California is seeking a Labor Compliance Specialist to manage Certified Payroll Records in line with California Prevailing Wage and federal Davis-Bacon requirements.

You will collaborate with clients, labor compliance staff, and contractors to ensure compliance across project sites. The role requires understanding of state and federal labor standards, experience with LCP Tracker, and the ability to work with limited supervision.

Qualifications

  • Associates degree or three years’ related experience, or equivalent.
  • Ability to perform basic administrative and data-entry duties.
  • Good interpersonal and communication skills with attention to confidentiality.
  • Ability to interact professionally with subcontractors/vendors.
  • Must be able to work with limited supervision.
  • Construction trades classifications.
  • Understanding of labor practices and standards (California Labor Code and Davis-Bacon).

Responsibilities

  • Ensure accurate processing, recording, and reporting of CPR in compliance with California Prevailing Wage Rate, Davis-Bacon and Union Master Labor Agreements.
  • Research, interpret, and enforce regulatory documentation related to labor issues including project labor agreements.
  • Inform, monitor and review all compliance documentation for certified payroll reports of subcontractors.
  • Past working experience with the LCP Tracker system.
  • Schedule and participate in pre-bid meetings to inform contractors of their labor compliance obligations.
  • Prepare compliance documents for labor compliance orientation meetings.
  • Review the assigned wage determinations.
  • Monitor apprentice usage and hourly ratio; inform contractors of obligations.
  • Notify subcontractors of wage violations and request corrective action.
  • Prepare weekly, monthly, quarterly, semi-annual reports to management.
  • Close-out all contractors at all tiers.
  • Conduct labor field investigations and audits to verify CPR integrity.

This individual will work directly with the Client and other Labor Compliance Specialists, Contractors, and the Dept. of Industrial Relations for the duration.

Responsibilities
  • Ensure accurate processing, recording, and reporting of the project's Certified Payroll Records (CPR) in compliance with California Prevailing Wage Rate, Federal Davis-Bacon and Related Acts, and Union Master Labor Agreements as applicable.
  • Research, interpret, and enforce various sources of regulatory documentation pertaining to labor issues including project labor agreements.
  • Inform, monitor and review all compliance documentation related to certified payroll reports of subcontractors performing on projects.
  • Past working experience with the LCP Tracker system.
  • Schedule and participate in pre-bid meetings to inform contractors of their labor compliance obligations.
  • Prepare compliance documents for labor compliance orientation meetings.
  • Review the assigned wage determinations.
  • Monitor the use of apprentices and the hourly ratio. Participate in per-bid meetings to inform contractors of their labor compliance obligations.
  • Ensure the awarding agency receives and/or review all required compliance reports.
  • Notify subcontractors of wage violations/infractions and request corrective action be taken immediately.
  • Prepare weekly, monthly, quarterly, semi-annual special reports to management routinely or as requested.
  • Close-out all contractors at all tiers.
  • Perform labor field investigations and audits to ensure the validity of CPR. Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Qualifications
  • Associates degree or three years’ related experience and/or training; or equivalent combination of education and experience.
  • Ability to perform basic administrative, clerical and data entry duties related to the department.
  • Good interpersonal and communication skills, sound judgement, attention to detail and accuracy to maintain confidentiality.
  • Ability to professionally interact with subcontractors/vendors.
  • Must be able to work with limited supervision and accept instructions.
  • Construction trades classifications.
  • Understanding of labor practices and techniques.
  • Understanding of State and Federal labor standards (California Labor Code and Davis-Bacon Act).

Salary

The estimated salary range for this role is $68,000 - $90,000 based on your experience and qualifications. Final compensation will be confirmed as part of a personalized offer.
