Job summary

Cascadia Health is seeking a Program Manager II for the Housing Outreach Team at Garlington Health Center in NE Portland, OR. The role leads QMHP/QMHA, Peer Wellness, and administrative staff to provide housing retention supports in a trauma-informed framework.

The position emphasizes inter-agency collaboration, program development, and adherence to grant requirements while guiding a team to achieve client-centered outcomes in permanent supportive housing settings.

Qualifications

• Master’s degree in behavioral science or related field and QMHP credentials are preferred.
• Minimum of 2 years of management or supervisory experience in behavioral health.
• Experience with housing first or harm reduction in homelessness services.

Responsibilities

• Oversee daily program operations and ensure contract objectives are met.
• Lead partnerships with housing providers and inter-agency stakeholders.
• Track grant spending and ensure regulatory compliance for grants.
• Coordinate with fiscal and administrative staff; manage budgets and revenue.
• Ensure accurate HMIS data entry and EMR documentation.
• Lead crisis incident processes and enforce trauma-informed protocols.
