Job summary

Brilliant Corners, based in California, seeks a Chief Program Officer to guide the Housing Services Department across the state. This executive role reports to the COO and leads senior program leaders to drive performance and sustainable growth.

The CPO will align program design, policy, and quality assurance with organizational priorities, ensuring outcomes are equitable and client-centered while expanding statewide partnerships and funding opportunities.

Qualifications

• At least 12 years of progressively responsible experience in human services, housing, homelessness, healthcare, or related fields.
• Track record of executive leadership with large teams and senior leaders.
• Experience overseeing multi-program or multi-region portfolios with financial responsibility.
• Experience with Housing First, supportive housing, or related programs preferred.
• Experience collaborating with government agencies, healthcare systems, Managed Care Plans, philanthropy, or funders.

Responsibilities

• Set strategic direction for statewide housing services and ensure strong execution.
• Lead and mentor Deputy Chief Program Officers and senior leaders.
• Oversee statewide quality assurance, evaluation, policy development, and client participation.
• Guide development and implementation of new programs and partnerships.
• Ensure financial sustainability and manage braided funding streams.
• Build external partnerships with government, health systems, and funders.
• Align Housing Services with enterprise-wide planning and decisions.
• Champion Housing First and equitable, person-centered practice.
