Job summary

Bay Area Community Services (BACS) seeks a Chief Program Officer to join its Executive Team as the chief operating partner to the CEO. The CPO holds full P&L responsibility across all program operations in a $150M+ organization with 700+ staff and 100+ funding streams, spanning Sacramento to San Mateo Counties.

The role requires a hands-on, strategic leader who can manage operations with independence, oversee clinical and administrative functions, and drive quality improvement across multiple

Qualifications

• Master's degree in a related field with at least 10 years of senior leadership in behavioral health, homelessness, or housing services.
• Experience at COO/CPO or equivalent executive level.
• Proven success leading large multi-site, multi-funder operations (ideally $100M+ budget).
• Direct experience with diverse populations served by BACS (SMI, SUD, housing insecure).
• Knowledge of MHSA, HUD, Medi-Cal, and county contracts.
• Ability to lead diverse, multi-disciplinary teams across dispersed sites.
• LCSW/MFT licensure preferred; lived experience is a plus.
• Proficiency in MS Word/Excel and standard business systems.

Responsibilities

• Lead agency-wide program operations as CEO's principal partner
• Own P&L accountability for the program operations portfolio across all funding streams
• Ensure services comply with all funding streams and regulatory requirements
• Provide oversight and accountability for VPs, Directors, and site leadership
• Collaborate with Finance and HR to keep programs fiscally sound and compliant
• Design and enforce a high-quality service delivery model aligned with mission and values
• Lead Continuous Quality Improvement (CQI) systems and standards
• Own contract compliance, grant management, and funder reporting
• Build and maintain funder and government partner relationships
• Maintain visibility across sites and travel as a core function
• Identify operational risks and drive proactive mitigation
• Contribute to new program development including grant writing
• Foster a culture of accountability, excellence, and continual learning
• Perform other duties as assigned
