Job summary

Aston Carter is seeking a Certified Payroll Analyst to manage high-volume regional payroll across multiple states from Pleasanton, CA. The role emphasizes accurate time capture, onboarding support, and timely, compliant reporting for clients and internal stakeholders.

Responsibilities include processing payroll for 300–600 employees (including many temp workers), administering prevailing wage and certified payroll, and ensuring SOX compliance. On-site, contract role with strong benefits emphasis.

Qualifications

• 4+ years payroll processing or garnishment for 300+ employees.
• Prevailing wage and certified payroll processing experience.
• High-volume, multi-site payroll experience.
• Proficiency with prevailing wage calculations and reporting requirements.
• Experience with electronic time capture and payroll systems.
• Experience updating wage changes, LOAs, and job status in HRIS/ERP (JDE).
• Ability to handle OCIP reporting accurately and on schedule.
• Strong attention to detail and data entry accuracy.
• Excellent organizational and written communication skills.

Responsibilities

• Process payroll accurately and on time for ~300-600 employees including many temporaries.
• Administer prevailing wage and certified payroll reporting to comply with regulations.
• Work daily with electronic time capture and payroll programs, validating time.
• Support onboarding and data setup for new hires in payroll systems.
• Process wage changes, LOAs, and job status changes in JDE.
• Open field job postings in JobVite and coordinate with branches to hire.
• Run MVR checks for new drivers and document results per procedures.
• Assist with benefits open enrollment for the field team.
• Submit weekly certified pay reporting to clients and resolve any issues.
• Prepare and submit OCIP reporting as required.
• Suggest process improvements to reduce turnaround times and improve service.
• Ensure payroll activities comply with SOX controls and internal policies.
• Provide backup support to Administration Manager as needed.
• Interact with branches and cross-functional teams to resolve issues.
• Produce and distribute memos, letters, and flyers to support operations.
• Maintain high accuracy in data entry, reporting, and documentation.
• Answer branch phones and route inquiries to the appropriate team.
