Job description

King County's Facilities Management Division (FMD) has a career service opportunity as the Building Operations Section Manager.

This position is open to both internal and external applicants.

This role focuses on the daily building operations for the county and is the lead in designing and implementing strategies and projects that maintain present and future services necessary to meet our customer's needs. We are looking for a seasoned, operational leader who is an exceptional strategic thinker and a creative problem-solver who breaks down barriers and empowers staff to continuously improve.

ABOUT FACILITIES MANAGEMENT DIVISION (FMD)
Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable, and cost-effective work environments within a changing world.

The Building Operations Section (BOS) is the largest section of FMD with a diverse staff of approximately 230 employees. The section is responsible for providing a full range of building maintenance services (interior and exterior maintenance, preventative maintenance, immediate response maintenance, and custodial services) in more than 35 buildings across the county.

KEY DELIVERABLES AND EXPECTATIONS:
Reporting to the Deputy Director of Operations. The Building Services Section Manager will:

  • Lead the day-to-day operations of the Building Services section including direct oversight of all Maintenance, Custodial, and Customer Care Team areas comprising over 230 employees.
  • Ensure operational units meet deadlines and obligations.
  • Provide leadership and direction to the section in performance management, labor relations, and hiring recommendations.
  • Engage with senior management to create and craft workplace solutions which use data to inform and drive decision making.
  • Ensure key division initiatives designed to enhance consistency, accountability, and customer service (e.g., the computerized maintenance management system, service level agreements, productivity initiatives, and performance measures) are in place, fully operational, and in use by staff to facilitate the ongoing management of building operations and tenant relations.
  • Promote effective labor and employee relations. Participate in and support the negotiation of collective bargaining agreements, contract implementation and contract administration, including grievance processing.
  • Develop and implement operational business plans and budgets and ensure the most efficient and effective allocation of resources between preventative maintenance, reactive maintenance, emergency response and small-scale construction projects.
  • Support emergency response operations and ensure facility operability as required during emergency activation and/or during emergency declarations. This position will oversee and participate in the after-hours duty rotation to manage evening and weekend escalated facilities events.

  • Are strong leaders and have broad experience and background that could include managing building operations, business operations, facilities management, property management, or a related field that includes diverse functions spread over a broad geographical area.
  • Possess a collaborative mindset with the ability to work cross-functionally to contribute to the successful execution of FMD operations.
  • Can provide strategic guidance to a multi-faceted, complex organization including the use of organizational development tools and principles.
  • Understands and can execute directing emergency response operations.
  • Has a continuous improvement mindset. Understands LEAN principles and methodologies in order to provide value added services to customers.
  • Are great people leaders. Willing to address difficult problems immediately and in a transparent manner.
  • Able manage and supervise a diverse section with multiple levels of staff including coaching, mentoring, priority-setting, and measuring and evaluating work product.
  • Are composed during complex, sensitive and/or political situations.
  • Are a strong communicator. Can interact with various audiences at all levels including elected officials and judges.
  • Are culturally aware and comfortable having conversations and taking actions regarding race, equity and social justice.
  • Familiarity with a unionized work environment is highly desirable.
ADDITIONAL POSITION INFORMATION:
  • This position has been designated by department leadership as a first responder in the event of a proclaimed emergency. Meaning this position has a role in emergency response and is responsible for the protection and preservation of life, property, evidence, environment and/or restoration of order.
  • The normal workweek is 40 hours, Monday-Friday and may vary dependent on staff schedules and operational needs.
  • This position is on the Duty Manager rotation and is responsible for handling after-hours facility and/or building operational calls.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.
  • Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; schedule and work location are to be determined.
  • Final appointment is contingent upon successfully passing a thorough federal and county background investigation.
