Job summary

The Port of Portland is seeking a Manager of Baggage Handling System and Construction Maintenance Liaison in Portland, OR. This role leads BHS maintenance activities, directs a team of 18 skilled craft employees, and acts as the primary liaison between construction projects and maintenance teams to ensure safe, maintainable systems that support airport operations.

Qualifications

• Bachelor's degree in Business, Operations Management, or Engineering (Civil or Mechanical) or related field with three+ years of technical training in a skilled trade or maintenance function within a large maintenance environment.
• Eight+ years of technical training in a skilled trade or maintenance function with progressive responsibility and experience within a large maintenance environment, including two+ years managing multiple discipline work groups with budget and labor oversight, plus estimating/planning and a computerized maintenance management system.
• Equivalent combination of education and relevant managerial experience may be considered.
• Valid Driver’s License; PDx security badge; Drug screen clearance; FMP preferred within two years.

Responsibilities

• Oversee Baggage Handling System maintenance functions and guide a maintenance team.
• Lead and mentor a crew of 18 craft journey level employees.
• Develop and implement work processes aligned with World Class Maintenance and Aviation Business Plan.
• Supervise and approve work plans/schedules.
• Aim for 99% system uptime.
• Ensure union agreements and SOPs are administered consistently with relations maintained with union officials/stewards.
• Perform HR functions including appraisals, recruitment, coaching, and disciplinary actions.
• Act as primary liaison on capital/tenant projects to ensure maintainability and safety of end products.
• Coordinate construction and maintenance with minimal impact to customer experience.
• Provide technical guidance to Asset Manager and project teams on asset conditions and repair needs.
• Serve as Project Sponsor as required by Management.
• Manage 24/7/365 on-call maintenance emergency response team.
• Develop, monitor and approve expenditures against the annual operating budget.
