Job summary

Chester County Area Agency on Aging is seeking an Administrator III to lead a comprehensive aging services program. You will plan, organize, and direct operations, supervise staff, and manage the annual budget while ensuring policies meet regulatory standards.

The role requires strong leadership, budgeting skills, and a deep understanding of aging programs; you will advocate for older adults and collaborate with county officials and partners to expand services and grants.

Qualifications

• Master’s degree from an accredited college or university; or four to 10 years of job-related experience and/or training; or equivalent combination of education and experience.
• Seven years of experience in Human Services programs (including four years of supervision and administration).
• Working knowledge of the Older Americans Act and its revisions.
• Working knowledge of Pennsylvania aging fiscal guidelines/regulations.
• Working knowledge of Older Adult Protective Services Law and its regulations.
• Working knowledge of the Federal and State Caregiver Support Program and its regulations.
• Working knowledge of the Ombudsman Program.
• General knowledge of HR guidelines and procedures.
• Excellent verbal and written communication skills.
• Accurate and detail-oriented.
• Strong knowledge of budgets, spreadsheets and audits.
• Strong leadership skills.
• Ability to handle recurring problems.
• Strong work ethic and integrity.

Responsibilities

• Plan, organize and direct a comprehensive social and human service program for aging including protective services.
• Supervise professional, technical and clerical staff.
• Develop and administer an annual AAA budget.
• Establish program policies and operating procedures.
• Approve or disapprove agency expenditures and contracts.
• Provide in-home and extended services for the aging.
• Promote senior service provisions to providers of social services.
• Advocate for the aging with County Commissioners and the public.
• Maintain relationships with officials and the public.
• Direct grant development to improve services or initiate new ones.
