Job description

AREAS OF RESPONSIBILITY: Collects, monitors, and reports staff data. Administers personnel policies. Administers agency hiring and termination policies and procedures. Perform bookkeeping duties; assist in preparation of periodic financial reports and reviews. Perform general office duties including, but not limited to filing and typing. Provide assistance and support to the Fiscal Officer. Knows and adheres to SENCA policies and procedures.

MAJOR DUTIES:

  1. Administers personnel policies, maintains employee personnel files, and annually reviews personnel files for completeness, fairness, and compliance.

  2. Assists agency Directors and Executive Director in personnel related oral and written interactions with employees.

  3. Serves as resource to agency employees, and fields questions, researches answers, consults with Executive Director regarding personnel issues, and labor policies.

  4. Administers agency hiring and termination policies and procedures, provides written notification of SENCA job openings to all SENCA employees and Workforce Development, develops and places job advertisements, and in conjunction with Department Directors and Executive Director, develops interview tools and solicits, interviews, and offers employment to qualified candidates.

  5. Understands the Drug and Alcohol-Free Workplace Policy and coordinates the Drug and Alcohol testing. Maintains all records and data related to new hire and random testing while following all federal guidelines.

  6. Assists with preparation and maintenance of journals, ledgers, financial reports, periodic reports/reviews, payroll, accounts receivable and accounts payable.

  1. Prepare bank reconciliations for all accounts.

  2. Assist in coding and vouchering bills for payment.

  3. Manages Head Start training data and staff development. Assists Head Start with child files, non-federal share processing and entry, child application review, and miscellaneous programmatic task.

  4. Participate in the development, implementation, and evaluation of SENCA’s strategic plan.

  5. Actively participate on the SENCA Management Team. Attend meetings of the SENCA Board of Directors to provide information and data as required by Executive Director.

  6. Knows and adheres to agency policies and procedures.

  7. Performs related duties as assigned.

  8. Actively participate in efforts to meet the SENCA goals identified within the current SENCA Strategic Plan.

  9. Demonstrate active employee engagement by using individual talents, providing a consistent level of high performance, building connections and professional networks, having high energy, broadening responsibilities, and building on those responsibilities.

MINIMUM QUALIFICATIONS:

  1. Education or experience in Accounting.

  2. Excellent interpersonal, communication, public relations, and interviewing skills.

  3. High degree of organizational and time/people management ability required.

  4. Ability to work under minimal supervision and accept responsibility for plans of action.

  5. Possess the capability to learn and implement new and improved procedures and techniques in all areas of personnel and labor relations.

  6. Intermediate level computer skills required.
