Job summary

HKM HR Management Pte. Ltd. is seeking an experienced Talent Development leader in Singapore to design and implement development programs that align with business priorities. You will lead leadership development, succession planning, and create career pathways for internal growth.

You will manage budgets, partners, and a team, while driving data-driven insights to inform senior leadership and foster a strong talent pipeline across the organization.

Qualifications

• Degree in HR Management or equivalent.
• 7+ years of relevant experience, including 2+ years in team management.
• Experience in succession planning, talent reviews and leadership development programmes.
• Knowledge of SkillsFuture initiatives, Skills Frameworks and training funding schemes.
• Built environment, construction or engineering experience preferred.
• Strong stakeholder management and ability to influence senior leaders.
• Excellent communication, facilitation and coaching skills.
• Data-driven, results-oriented, with sound judgement and integrity.

Responsibilities

• Develop and implement talent development strategies aligned with business priorities.
• Lead annual learning needs analysis to identify skills gaps and recommend development solutions.
• Drive talent management and succession planning, including critical roles, HiPo identification and successor readiness.
• Facilitate talent reviews, leadership assessments and individual development plans.
• Monitor succession progress, talent pipeline strength and report insights to senior management. Implement leadership development programmes, including coaching, mentoring and stretch assignments.
• Develop career pathways and oversee internships, academic sponsorships and partnerships with educational institutions.
• Manage talent development budgets, training grants, learning systems and talent metrics.
• Lead and develop the Talent Development team.

Education

Degree in HR Management or equivalent

WSQ ACTA/ACLP certification preferred
