Job summary

Ministry of Manpower in Singapore is seeking an analyst to join the Assurance, Care and Engagement Group (ACE). You will help oversee Recreation Centres for Migrant Workers, developing frameworks for operations, and delivering engaging programmes to improve welfare.

You will identify issues affecting RC operations, manage contracts and grants for operators, and coordinate with stakeholders to ensure effective delivery of services.

Qualifications

• Able to work independently or as a team, and highly adaptable and comfortable working with and through ambiguity and complex changes
• Possess strong analytical and problem-solving skills and the ability to multi-task to meet tight deadlines
• Have clear written and verbal communication skills to engage with various stakeholders professionally
• A good knowledge of IM on Procurement or Contract/Grant Management would be advantage.

Responsibilities

• Develop and review the overarching framework and guidelines for RC operations to ensure the smooth running of RC operations and attractive programmes for MWs.
• Identify cross-cutting and emerging issues affecting MWs and the RC operations and develop operational plans and interventions.
• Oversee the full cycle of RC operators management, encompassing development of business and contractual requirements for operators, evaluation and selection process to post- appointment performance monitoring and contract management.
• Administer and monitor grant funding for RC operators to ensure operators meet the deliverables outlined in the funding agreement and maintain proper accountability of grant.
• Develop and implement programmes at the RCs to support and enhance the well-being of MWs.

What the role is:

The Assurance, Care and Engagement Group (ACE), a permanent division under the Ministry of Manpower, improves the well-being of migrant workers by enhancing the healthcare, housing and social aspects of the migrant worker landscape.You will be part of a team overseeing the management of Recreation Centres (RCs) for Migrant Workers (MWs), to improve recreational facilities for MWs, and de-densify community hotspots.
