Job summary

The Ministry of Home Affairs seeks a capable leader to head the Hiring HUS team, driving timely, accurate and high-quality hiring services for HTDs while ensuring compliance with KPI targets, SOPs and regulatory guidelines.

The role emphasizes stakeholder management, problem solving and the use of data-driven, tech-enabled processes to improve efficiency and candidate experience. All new hires are appointed on a 2-year contract at the outset.

Qualifications

• Assist Section Head to manage day-to-day operations of the Hiring HUS team, including monitoring KPIs and service standards, and address cross-cutting Hiring-HUS issues across teams
• Develop, review and strengthen SOPs, governance controls and work processes for consistent, compliant, efficient service delivery
• Manage end-to-end hiring processes of assigned HTD and schemes, guiding on complex and escalated cases
• Lead initiatives to improve hiring processes by identifying gaps and bottlenecks, implementing improvements
• Use operational data and stakeholder feedback to monitor performance, surface trends and risks, and recommend technology-enabled improvements

Responsibilities

• Lead the Hiring HUS team to ensure timely, accurate and quality hiring services in line with KPI targets
• Ensure compliance with WOG IM, MHA policies and directives and audit/data security requirements
• Oversee SOPs, governance, and workflows for consistent service delivery across schemes
• Guide end-to-end hiring processes with escalation guidance for complex cases
• Drive process improvements using data and stakeholder feedback to enhance productivity and candidate experience

Job description

The job holder leads a team within the Hiring HUS Section to provide various hiring services for HTDs under his charge. He will need to deliver timely, accurate and quality hiring services, in accordance with the service level agreement (KPI for each HTD’s different scheme) and comply with WOG Instruction Manual (IM), MHA-specific policies, and other prevailing guidelines and directives so that the operations are audit and data (security) compliant.

The role is also critical in leading the team to manage and engage both internal and external stakeholders, possessing the ability to negotiate, problem-solve and having proficiency in data and digital skills to guide the team in performing or implementing tech-enabled processes.

Note: All new hires are appointed on a 2-year contract at first instance.

Requirements

• 3. Manage the hiring processes end-to-end of assigned HTD and schemes, including providing guidance on complex and escalated cases, and help resolve issues that have wider implications for service delivery, policy compliance or stakeholder management
• 4. Lead initiatives to improve hiring processes including identifying process gaps and service bottlenecks, and implement practical improvements to strengthen productivity, governance and candidate experience.
• 5. Use operational data and stakeholder feedback to monitor performance, surface trends and risks, and recommend or implement appropriate process and technology-enabled improvements.
