Job summary

The Ministry of Home Affairs in Singapore seeks an HR leader to drive business partnership, performance management and career development, partnering MHQ and HTDs to build a high performing, motivated workforce.

You will develop HR policies, coordinate internal communications, manage events and oversee grievance and disciplinary processes to uphold integrity and trust across the Home Team.

Job description

The job holder is responsible for establishing HR excellence in the areas of business partnership, performance management, and career development to enable MHA to build a competent, high performing and motivated workforce.

Requirements

The key responsibilities include:

• a. Business Partnership: Partnering stakeholders and line units in MHQ and HTDs, providing professional HR advice, support and delivering effective HR operations to address manpower needs and challenges. Providing effective end-to-end HR operations to deliver value to MHQ Divisions (including recruitment, onboarding, deployment, ranking and promotion, awards, and exit management). Grievance handling and conduct disciplinary investigation / work with Divisions to address conduct and discipline issues.
• b. Performance Management: Driving annual performance appraisal and ranking & promotion exercises to enable fair assessment and career progression.
• c. Awards: Overseeing MHQ awards matters
• d. Policy Development: Reviewing, updating and developing contextualised HR operations policies for MHA.
• e. Internal Communications: Developing resource materials, conducting briefings and organising dialogues to enhance communications and strengthen engagement in performance management and/or career development.
• f. Event Management: Planning and organising events such as promotion ceremony, award presentation ceremony, including working with vendors to create engaging videos to highlight and celebrate key milestones.
• g. Conduct and Discipline: The jobholder will play an integral role to uphold the integrity of the Home Team and safeguard officers’ trust that discipline is enforced in a fair, consistent and expeditious manner.
