Job summary

PERSOL SINGAPORE PTE. LTD. is seeking a seasoned procurement lead to own end-to-end government project procurement in Singapore.

You will manage sourcing, tender exercises, quotations and supplier selection in line with government policies, while guiding internal stakeholders and project teams. The role emphasizes governance, compliance and robust documentation, plus developing sourcing strategies for value for money and risk mitigation.

Qualifications

• Minimum 12 years of public sector / government procurement experience.
• Strong experience in government tenders, procurement projects and supplier management.
• Good knowledge of Government Procurement policies, IM (Procurement) and GeBIZ.
• Proven experience in handling complex and high-value procurement projects.
• Strong stakeholder management, negotiation and communication skills.
• Good analytical and problem-solving abilities with strong attention to detail.
• Able to work independently and manage multiple procurement activities within project timelines.
• Strong understanding of procurement governance, compliance and contract management.
• Experience in leading or mentoring a procurement team will be an advantage.

Responsibilities

• Lead and manage end-to-end procurement activities for government projects.
• Manage sourcing, tender exercises, quotations and supplier selection in accordance with government procurement policies.
• Provide procurement advice to internal stakeholders and support business units in planning and sourcing activities.
• Manage complex and high-value procurement projects, ensuring proper governance, compliance and documentation.
• Develop sourcing strategies to achieve cost efficiency, value for money and effective supplier management.
• Manage supplier relationships, contracts and performance to ensure project requirements are met.
• Ensure procurement activities are properly documented and audit-ready.
• Identify opportunities to improve procurement processes, efficiency and service delivery.
• Work closely with internal stakeholders, suppliers and project teams to resolve procurement-related issues.
• Provide guidance and support to the procurement team on policies, processes and best practices.
