Job summary

A leading engineering firm in Singapore is seeking a Resident Technical Officer to oversee water mains rehabilitation at night. The role requires a Diploma in civil/environmental engineering, registration as a Resident Technical Officer, and at least 5 years of experience in civil engineering site supervision. The successful candidate will manage contractor performance and ensure safety on site, playing a key role in modernizing water infrastructure projects.

Your impact: Market Water

We are looking for a Resident Technical Officer to work on the night shift (Monday to Friday between 9 pm and 6 am). The RTO will be based on‑site, overseeing the water mains rehabilitation work carried out by the contractor.

Main duties:
  • Working with the Project Manager and contract management, carrying out site supervision of contractors’ teams.
  • Manage and work closely with contractors carrying out pipe rehabilitation and pipe laying works according to design and requirements.
  • Track contractor progress and monitor site safety.
  • Site documentation and bookkeeping for reporting purposes.
Here’s what you’ll need:
  • Minimum Diploma in civil/environmental engineering.
  • Registration as a Resident Technical Officer in Singapore.
  • At least 5 years of experience in site supervision for civil engineering works, specifically in pipe rehabilitation, pipe jacking, pipe laying and tunnelling works for water infrastructure projects.
  • Certification in WSQ Supervise Work in Confined Space Operation (previously known as Safety Instruction Course for Supervisors – Manhole (SIC)) will be an added advantage.
