Job description

Phoenix Dunearn Pte Ltd (an entity under Frasers Property) is seeking a dedicated and technically proficient Resident Engineer (RE) to oversee on-site construction activities for a high-end residential development comprising 2 Blocks of 19-Storey and 3 Blocks of 10-Storey residential building with 1 Basement carpark, swimming pool and communal facilities. The RE will act as the Developer’s on-site representative, ensuring that construction complies with approved design/ drawings, local regulations, safety standards, and project timelines.

Key Responsibilities:

1. Site Supervision and Quality Control
  • Monitor and inspect all on-site works to ensure compliance with design specifications, construction drawings, and relevant codes.
  • Conduct daily inspections and maintain detailed records of construction activities, site progress, and non-conformities.
  • Oversee the implementation of construction methods to ensure quality standards and workmanship are met.
  • As part of the duties, RE may be required to travel outside of Singapore to carry out inspections of Prefabricated Bathroom Unit (PBU) fabrication, Precast Elements fabrication and fit out works for the project. Such travel will be undertaken in coordination with the main contractor and only when the scope of work necessitates physical inspection. RE is expected to be available and prepared for such assignments as part of their employment obligations.
2. Coordination and Stakeholder Management
  • Act as the liaison between the design team, main contractor, subcontractors, consultants, and relevant authorities.
  • Facilitate coordination meetings, resolve technical issues on-site, and ensure timely communication between all parties.
  • Assist the Project Manager in monitoring the contractor’s progress, sequencing, and adherence to the master programme.
3. Technical and Contractual Compliance
  • Review and verify construction drawings, shop drawings, method statements, and material submissions for approval.
  • Ensure all construction activities conform to local regulations, permits, and approved building plans.
  • Assist in resolving discrepancies or conflicts in design and construction documents.
  • Oversee integration of residential and non-residential retail components, ensuring MEP services, access, and fire safety systems are properly coordinated as per approved strata demarcation.
4. Health, Safety & Environmental (HSE) Oversight
  • Monitor site practices to ensure compliance with safety regulations and environmental guidelines.
  • Report unsafe practices or conditions to the Project Managers and follow up on rectification measures.
  • Participate in HSE audits, risk assessments, and toolbox meetings as needed.
5. Reporting and Documentation
  • Prepare and submit regular site progress reports, quality control reports, and incident logs.
  • Maintain up-to-date as-built records and ensure proper documentation for handover and project completion.
  • Assist in verification of variation orders, claims, and other contractual matters.

Key Qualifications and Experience:

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or related discipline.
  • Professional Engineer (PE) certification or equivalent registration (preferred).
  • Minimum of 8 years relevant experience, with at least 3 years in a Resident Engineer or similar supervisory role on mixed-use or residential developments.
  • Familiarity with building codes, local authority regulations, and technical standards.
  • Proficiency in construction software tools (e.g., AutoCAD, MS Project, BIM/Revit, etc.).
  • Strong understanding of structural, MEP, and architectural interfaces in residential, mixed-use/ integrated developments.
  • Familiarity with green building certification (e.g., Green Mark) is a plus.
