Job summary

PM Group in Singapore is seeking a Proposal Engineer to join our Singapore Business Unit. You will lead and coordinate the preparation of technical and commercial proposals for project management, design, and construction management services.

Working with business development, technical leads, and senior management, you will turn client requirements into compelling, compliant, and competitive bids, ensuring timely submissions through client portals and GeBIZ.

Qualifications

• Degree or diploma in a related field as listed in the requirements.
• At least 5 years of experience in proposals, tendering, or estimating.
• Excellent written English with ability to produce persuasive technical content.
• Proficiency in MS Office suite for preparing proposals.

Responsibilities

• Review tender documents and RFPs to understand client requirements and rules.
• Coordinate preparation of technical and commercial proposals with leads and management.
• Plan bid schedules, run kick-off and review meetings, track actions and deadlines.
• Prepare technical proposals including methodology, scope of services, and schedules.
• Develop manhour estimates, staffing plans, and cost inputs with technical leads.
• Tailor CVs, references, and case studies to bid requirements.
• Prepare compliance matrices, clarifications, assumptions, and exclusions.
• Coordinate inputs from multiple disciplines and ensure consistency.
• Manage submissions through client portals and procurement platforms like GeBIZ.
• Support post-submission activities including clarifications and negotiations.
• Maintain a content library and contribute to lessons‑learned reviews.

Education

Bachelor's degree / Diploma in Business Management, Engineering, Architecture, Construction Management, or related field

We are looking for a Proposal Engineer to join our Singapore Business Unit and help us win new work with leading global clients.

The Role

As a Proposal Engineer, you will lead and coordinate the preparation of technical and commercial proposals for project management, design, and construction management services. Working with business development, technical leads, and senior management, you will turn client requirements into compelling, compliant, and competitive bids.

Key Responsibilities

• Review tender documents and RFPs to understand client requirements, scope, evaluation criteria, and submission rules.
• Support go/no-go decisions by summarising opportunities, risks, and resource needs.
• Plan and manage bid schedules, run kick-off and review meetings, and track actions to meet deadlines.
• Prepare technical proposals, including methodology, execution approach, scope of services, organisation charts, and project schedules.
• Work with technical leads to define scope and develop manhour and fee estimates, deliverables lists, and staffing plans.
• Prepare and tailor CVs, project references, and case studies to the requirements of each bid.
• Prepare compliance matrices, clarifications, assumptions, and exclusions.
• Coordinate inputs from multiple disciplines and offices, and make sure the final submission is accurate, consistent, and well presented.
• Manage submissions through client portals and government procurement platforms such as GeBIZ.
• Support post-submission activities, including clarification responses, presentations, and negotiations.
• Maintain a library of proposal content, templates, and past bids, and take part in lessons‑learned reviews.

Requirements

• Diploma/Degree in Business Management, Engineering, Architecture, Construction Management, or a related field.
• At least 5 years of experience in proposals, tendering, or estimating in an engineering consultancy, EPCM, or construction environment.
• Understanding of project delivery for built environment projects, ideally in life sciences, semiconductor, or industrial sectors.
• Experience preparing fee proposals and resource estimates.
• Excellent written English, with the ability to produce clear, persuasive technical content.
• Strong organisational skills and the ability to manage several bids under tight deadlines.
• Proficiency in Microsoft Office, especially Word, Excel, and PowerPoint
