Job Summary

The Programme Management Executive plays a key role in managing the end-to-end learner lifecycle, programme administration, regulatory compliance, funding governance and operational quality assurance for SCCIOB’s WSQ and Non-WSQ programmes.

The incumbent will ensure that all learner, programme, assessment, and funding-related activities are administered accurately and in compliance with applicable regulatory requirements, including those of Skills and Workforce Development Agency (SWDA), Training Partner Gateway (TPG) and SCCIOB's internal policies and procedures.

This role requires a highly organised, service-oriented and meticulous individual who can manage multiple programmes concurrently while maintaining strong standards of compliance, learner experience, data integrity, operational efficiency and audit readiness.

Working Arrangements
  • Normal office hours apply, subject to programme delivery and operational requirements.

  • The incumbent may be required to support selected weekday evening and/or Saturday morning activities, including classes, assessments, examinations, learner orientations, programme briefings and other programme-related operations.

  • Time-off arrangements, where applicable, will be administered in accordance with SCCIOB’s prevailing HR policies and operational requirements.

Key Roles and Responsibilities
1. Learner & Programme Lifecycle Management
  • Manage the end-to-end learner journey from enrolment to programme completion and graduation.

  • Administer assigned programme portfolio covering both individual and corporate learners.

  • Process learner registrations, transfers, deferments, withdrawals, appeals, completion status and certification requirements.

  • Coordinate class commencement activities and ensure all operational requirements are fulfilled before programme start.

  • Prepare learner communications, programme confirmation notices, course information, and administrative documentation.

  • Prepare materials and conduct learner orientation briefings for new programme intakes.

  • Serve as the primary administrative point of contact for assigned learners and programmes.

  • Liaise closely with Sales and Enterprise & Learning Solutions departments to ensure smooth learner onboarding and programme delivery.

  • Coordinate administrative arrangements for customised corporate training, inbound and/or outbound programmes.

2. Regulatory Compliance & Quality Assurance
  • Ensure all programme administration activities comply with applicable SWDA, WSQ & Non-WSQ (funded), TPG and SCCIOB requirements.

  • Perform routine checks on learner enrolment, attendance, assessment, certification and funding records.

  • Maintain complete, accurate and audit-ready learner, programme and trainer records.

  • Support internal audits, external audits, compliance reviews and regulatory inspections.

  • Assist in the preparation of compliance documentation, evidence repositories and supporting records for audits and quality assurance reviews.

  • Monitor regulatory requirements and elevate non-compliance issues, risks or irregularities to Management.

  • Support implementation of corrective and preventive actions arising from audits, learner feedback and management reviews.

  • Ensure compliance with SCCIOB's policies, standard operating procedures and quality assurance framework.

3. Grant Administration & Funding Management
  • Process and validate learner funding applications in accordance with applicable government agency funding requirements.

  • Verify learners' funding eligibility and supporting documents for accuracy and completeness.

  • Monitor funding status and identify funding-related risks requiring intervention.

  • Maintain accurate records of grant utilisation, claims and learner funding outcomes.

  • Liaise with learners, employers and relevant stakeholders on funding-related matters and clarifications.

  • Support funding reconciliation exercises and compliance checks where required.

4. Student Records & Data Management
  • Maintain accurate and timely updates of learner records within AIMS, TPG and other institutional systems.

  • Ensure integrity, completeness and accuracy of learner, programme, assessment and funding records.

  • Track and maintain learner status, including enrolment, deferment, withdrawal, graduation and funding outcomes.

  • Conduct regular data verification and reconciliation exercises to ensure system accuracy.

  • Generate programme, learner, compliance and management reports as required.

  • Monitor learner feedback and evaluation survey outcomes for management review and intervention planning.

  • Ensure proper maintenance, organisation and retention of learner and programme records in accordance with regulatory requirements.

5. Adult Educator & Assessor Administration
  • Provide administrative support for Adult Educators and Assessors.

  • Coordinate trainer assignments with Enterprise & Learning Solutions Department and communicate programme administrative requirements.

6. Assessment & Examination Administration
  • Coordinate assessment and examination arrangements with relevant internal stakeholders.

  • Ensure examination and assessment processes are conducted in accordance with approved procedures.

  • Validate assessment results and supporting records for management review and approval.

  • Maintain examination records and related documentation to support audit and compliance requirements.

  • Coordinate certification and learner completion processes where applicable.

7. Stakeholder Engagement & Learner Support
  • Provide professional and timely support to learners, trainers, employers, corporate clients and internal stakeholders.

  • Address learner enquiries and administrative requests in accordance with established service standards.

  • Facilitate communication between learners, Adult Educators and relevant departments to resolve operational issues.

  • Support learner retention and satisfaction initiatives through proactive engagement and follow-up.

8. Continuous Improvement & Other Responsibilities
  • Identify operational gaps and recommend process improvements to enhance compliance, efficiency and learner experience.

  • Participate in process automation, digitalisation and workflow enhancement initiatives.

  • Contribute ideas and best practices to improve departmental effectiveness and service delivery.

  • Undertake special projects and ad-hoc assignments as assigned by Management.

Qualifications, Knowledge and Experience
Academic Qualifications
  • Possess at least a Diploma or equivalent, in any field

Experience
  • Preferably 2 to 3 years of relevant experience in programme administration, learner management, education operations, training administration or regulatory compliance.

  • Experience in a Private Education Institution, Continuing Education and Training environment, Adult Education sector, WSQ training provider or similar regulated environment will be advantageous.

Knowledge
  • Familiarity with SWDA (formerly SSG), the WSQ framework, TPG, TPQA requirements.

  • Understanding of learner administration, programme operations, funding governance, record management and audit requirements.

  • Awareness of data protection and confidentiality obligations relating to learner and organisational records.

Skills & Competencies
  • Strong attention to detail, accuracy and documentation discipline.

  • Strong organisational, coordination, time-management and problem-solving skills.

  • Ability to manage multiple programmes, deadlines and priorities concurrently in a dynamic environment.
