Job summary

Skills and Workforce Development Agency (SWDA) is seeking a Manager/Senior Manager, Course Approval, to ensure the quality and compliance of courses accredited in the Training Grant System. Reporting to the Team Lead, the role sits in the Quality Management Division and supports accreditation, quality checks and cross‑divisional coordination.

Qualifications

  • Minimum 3 years of relevant working experience, preferably in CET.
  • Good command of English for both oral and written communication.
  • Experience or appreciation of adult education in Singapore; WSQ ACLP or ACTA qualifications preferred.
  • Possess good analytical skills to investigate, evaluate, and analyse public complaints, feedback, and whistleblowing cases.
  • Basic or intermediate proficiency in data handling.

Responsibilities

  • Planning and Coordination Support: coordinate within the Quality Management Division and with external divisions to align planning efforts.
  • Divisional Monitoring and Reporting: monitor and report metrics, including risk indicators and business continuity activities.
  • Course Accreditation and Quality Management: carry out course accreditation/approval and review materials against learning principles and funding requirements.
  • System Testing and Enhancements: support system testing and implement enhancements to the Training Grant System.
  • Project and Initiative Support: support divisional projects and continuous improvement initiatives.

Job description

What the role is:

The Manager/Senior Manager, Course Approval, within the Quality Management Division, plays a critical role in ensuring the quality and compliance of courses accredited in the Training Grant System (TGS). Reporting to the Team Lead, the incumbent is part of a team responsible for course accreditation, quality checks, divisional monitoring and reporting, and cross-divisional coordination. This role is integral to maintaining high standards in Continuing Education and Training (CET), supporting Skills and Workforce Development Agency's mission to foster a robust CET ecosystem.

What you will be working on:
  • Planning and Coordination Support
    • Support planning-related work by coordinating within the Quality Management Division and with external divisions such as policy units and system teams to align planning efforts.
  • Divisional Monitoring and Reporting
    • Support divisional monitoring and reporting of metrics, including divisional and enterprise key risk indicators and business continuity management activities.
  • Course Accreditation and Quality Management
    • Carry out course accreditation/approval and related course quality management activities in the Training Grant System (TGS).
    • Conduct course quality checks by reviewing course materials against sound adult learning principles and relevant SWDA and funding requirements.
    • Handle escalated enquiries and appeals from the public and training providers relating to courses, including conducting inquiries to ascertain non-compliances against SWDA's Terms and Conditions for Registered Training Providers (RTPs) when necessary.
  • System Testing and Enhancements
    • Support system testing and implement enhancements to TGS when necessary to improve processes and functionality.
  • Project and Initiative Support
    • Support divisional and organisational projects, initiatives, and other assigned tasks, contributing to continuous improvement and innovation within the division.
What we are looking for:
  • Possess the required competencies to execute the job duties proficiently.
  • Minimum 3 years of relevant working experience, preferably in Continuing Education and Training (CET). Fresh graduates or candidates without the required qualifications but with relevant experience such as course quality management, courseware design and delivery are welcome to apply.
  • A good command of English for both oral and written communication.
  • Experience or an appreciation of adult education in Singapore is preferred. Candidates with WSQ Advanced Certificate in Learning and Performance (ACLP) or WSQ Advanced Certificate in Training and Assessment (ACTA) qualifications are preferred.
  • Possess good analytical skills to investigate, evaluate, and analyse public complaints, feedback, and whistleblowing cases.
  • Basic or intermediate proficiency in data handling.
