MANAGER / SENIOR MANAGER
TTSH MEDICAL TOWER PROJECT OFFICE
(CLINICAL SERVICE PLANNING & HOSPITAL OPERATIONS)

The HealthCity Novena Masterplan was developed by Tan Tock Seng Hospital, as the flagship tertiary hospital of NHG Health to transform the sector into a hub for healthcare, education and research to advance patient-centric care.

As part of Phase 2 of the Masterplan which was recently launched on 9 Sep 2025, the former Communicable Disease Centre 2 and Annex 2 sites will be developed into a new TTSH Medical Tower that will strengthen TTSH's healthcare capacity, advance frailty-ready and technology-enabled care, improve access to medical intervention and improve clinical care outcomes for the 1.5 million residents of Central and North Singapore.

JOB DESCRIPTION

You will be part of a dynamic start-up team in TTSH in the CEO's Office to plan, design, develop and construct new patient-centric healthcare facilities for the TTSH Medical Tower under the auspices of Phase 2 of HealthCity Novena Masterplan of TTSH. The upcoming TTSH Medical Tower includes 600 inpatient beds, elective surgical facilities, specialist outpatient clinics, clinical support services (laboratory, pharmacy, radiology among others), the TTSH Emergency Department and clinical staff offices.

You will lead and/or facilitate strategic alignment discussions with TTSH stakeholders across the clinical, nursing, allied health and operational divisions to plan, design and execute the development of the new facilities in close collaboration with TTSH Senior Management, MOHH Project Development Team and the appointed medical planners.

This entails:

  • Planning and executing the clinical service and operational strategies in line with future models of care and the envisaged patient journey
  • Translating these service plans into the physical design and infrastructure requirements of the facility and managing the resources required
  • Developing action plans to ensure both immediate and long-term objectives are met in a timely manner in accordance with the overall Medical Tower development timeline
  • Conceptualising and eventually implementing Business-as-usual (BAU) operations for the new Medical Tower that are in harmony and complement the rest of TTSH operations across the Novena Campus
  • Present proposals and justifications to TTSH Senior Management to address potential risks or unintended outcomes

Beyond the physical deliverables, you will also be expected to:

  • Supervise and mentor junior staff, as well as be responsible for their staff development
  • Promote a kind and fulfilling workplace culture for the staff of the future TTSH Medical Tower
  • Work in a fast-paced environment

Note: This is not a Building/Facilities Development or Engineering role but a Strategic Planning & Operations role with an element of Project Management.

JOB REQUIREMENTS
  • Recognised Bachelor's degree in any discipline with at least 8 - 10 years of relevant working experience
  • Degree in healthcare or biomedical sciences will be an advantage but not a requirement
  • Relevant working experience in public healthcare institutions or clinical operations preferred, with a strong understanding of the clinical and operational functions in healthcare
  • Robust planning, analytical and critical thinking skills
  • Excellent written skills (English), especially in paper and minute writing as well as oral communications and presentation skills
  • Proficient with data analysis and presentation software to prepare presentations comprising clear and concise messaging with visually appealing infographics
  • Strong project management skills and ability to prioritise multiple projects and work effectively under tight deadlines
  • Ability to work under pressure and thrive under challenging conditions
  • Self-motivated and strong problem-solver
  • Strong team player and demonstrated ability to engage multiple stakeholders at all levels
  • Dedicated and willing to go the extra mile to see things through
  • Candidates with less than the requisite working experience may be considered for alternative positions commensurate with experience.
