Job Summary

The Manager for Strategic and Operations Planning supports the organisation’s long-term growth, sustainability, and operational readiness within Singapore’s evolving early childhood education sector.

Working closely with senior management, the Manager translates strategic priorities into actionable plans, evaluates growth and new-centre opportunities, monitors sector developments, and leads cross-functional initiatives that enhance organisational performance, service quality, and future readiness.

Main Roles & Responsibilities
  • Lead strategic and operational planning, execution, and performance monitoring.
  • Analyse sector trends, policies, demographics, technology, risks, and competitor activities.
  • Plan, evaluate and operationalise new centres, including location feasibility, capacity, resources, timelines, and operational readiness.
  • Develop initiatives that enhance organisational effectiveness, competitiveness, and sustainability.
  • Identify growth opportunities, service improvements, partnerships, and new business models.
  • Drive innovation to improve operational efficiency, stakeholder experience, and educational outcomes.
  • Collaborate with internal and external stakeholders to deliver organisational priorities.
Skills & Knowledge
  • Bachelor’s degree in Business Administration, Strategic Management, Economics, Public Policy, Education, Finance, Management, or a related discipline from a recognised university.
  • Four to six years of relevant experience in strategic or operational planning, organisational transformation, management consulting, policy, or a related field, with some experience leading cross-functional projects or coordinating stakeholders.
  • Experience in the education, early childhood, public, or social service sector is preferred.
  • Proven ability to develop and implement organisation-wide plans that deliver measurable outcomes.
  • Knowledge of:
    • ECDA regulations, policies, licensing requirements, and strategic direction.
    • Singapore’s early childhood education landscape and emerging trends.
    • Strategic planning frameworks and performance management systems.
    • Financial planning, budgeting and business-case development.
    • Data analytics, market intelligence, and evidence-based decision-making.
