What the role is:

The Early Childhood Development Agency (ECDA) serves as a regulatory and developmental authority for the early childhood sector in Singapore, overseeing key aspects of childrens' development below the age of 7, across both kindergartens and childcare centres. ECDA's mission is to ensure that every child has access to affordable and quality early childhood care and education.The Child Development (CD) division in ECDA spearheads a wide range of initiatives to support the development of young children with developmental needs and young children from low-income families, to ensure that they have a good start. The Early Intervention Service Management team within the division oversees the service governance, funding and contracting frameworks, performance management and continuous improvement of ECDA-funded programmes for children with developmental needs as well as children from low-income families.

What you will be working on:

You will drive operational policy, programme and service management work to strengthen the quality, effectiveness and sustainability of Singapore's early intervention (EI) sector. This includes supporting the development and implementation of frameworks, processes and initiatives that promote high-quality services and positive outcomes for children with developmental needs and their families.You will contribute to the development of quality standards, service guidelines, programme review frameworks and operational approaches across different EI services. You will work closely with operators and sector partners to develop practical and implementable solutions that support service quality, consistency and continuous improvement across the sector.You will analyse programme data, service outcomes, operational information and stakeholder feedback to identify emerging trends, implementation challenges and opportunities for improvement. This includes reviewing programmes and service practices, synthesising findings and translating them into actionable operational policy, operational and service recommendations.You will also support the design and implementation of sector-wide initiatives, including the development of operational policies, quality assurance approaches, programme review processes, stakeholder engagement plans and supporting systems. As part of this work, you will engage EI operators, professionals and partner agencies to understand ground considerations, build stakeholder buy-in and support implementation of new initiatives.The role offers opportunities to work on complex, meaningful and evolving issues that shape the future development of the EI sector and improve outcomes for children and families.

What we are looking for:
  • Minimally a Bachelor's degree, with relevant working experience preferred
  • Experience in policy or programme implementation, ops-policy, governance, service management or audit and quality assurance would be an advantage
  • Strong communication (written and oral) and interpersonal skills, with the ability to articulate complex ideas clearly
  • Strong analytical and problem-solving skills, with the ability to structure complex issues, synthesise information from different sources and develop sound and practical recommendations
  • Ability to translate policy intent into practical operational frameworks, processes and implementation approaches
  • Comfortable working through ambiguity and contributing to the development of new frameworks and approaches where established policies or processes may not yet exist.
  • Ability to work effectively with different professionals and across diverse stakeholders and translate policy or programme requirements into practical operational approaches
  • Resilient, motivated, and highly adaptable while working in a fast-paced environment
