Job summary

MINDEF in Singapore seeks a Contracts Manager to establish and manage contracts for commercial transportation services for the Army and SAF. You will lead end-to-end contracting, monitor KPI and LD clauses, and ensure staff adherence to discipline and ethics while following finance guidelines and procurement processes.

The appointment will be commensurate with experience. Only shortlisted candidates will be notified.

Qualifications

• Education in Business, Finance, Supply Chain or related field is preferred.
• At least 4 years of relevant experience in contract management or quantity surveying is preferred.
• Basic proficiency in Microsoft Excel for data collation and analysis for price and offer assessment.
• Good understanding of finance guidelines and procurement processes.

Responsibilities

• Lead and facilitate end-to-end contract establishment and renewal process, incl. forum approvals, scope of work, tendering, evaluation, and signing.
• Monitor contract value consumption and KPI and Liquidated Damages clauses.
• Manage staff to ensure adherence to discipline and work ethics.
• Address challenges as they arise in procurement and contracting.
• Maintain familiarity with finance guidelines and ensure no conflict of interest when dealing with suppliers.

What the role is:

You establish and manage contracts to hire commercial transportation services for the Army and the Singapore Armed Forces (SAF).

What you will be working on:

• Lead and facilitate the end-to-end contract establishment and renewal process, inclusive of forum approvals, crafting of scope of work, tendering, evaluation of offers, and contract signing
• Monitor contract value consumption and other contract mechanisms, such as Key Peformance Indicators (KPI) and Liquidated Damages (LD) clauses
• Manage staff to ensure adherence to discipline and work ethics

• Maintaining familiarity with finance guidelines and ensuring no conflict of interest when dealing with suppliers and throughout the tendering process

What we are looking for:

• Education in Business, Finance, Supply Chain or a related field is preferred
