Job summary

Land Transport Authority (LTA) in Singapore is seeking a dynamic Deputy/Assistant Manager in Rail Licensing to support administration of grants for the RTS network and contribute to public transport initiatives. You will verify PTO grant claims, conduct independent assessments, and analyze rail delay causes to strengthen grant governance.

Responsibilities

• Verifying grant claims submitted by Public Transport Operators (PTOs).
• Conducting assessments to independently validate PTO submissions.
• Investigating causes of rail service delays using data from rail systems.
• Auditing PTOs' documented and certified processes for data collection and reviewing control mechanisms at critical points to strengthen grant governance.
• Reviewing and enhancing internal processes, procedures and systems to improve grant administration efficiency.
• Preparing and providing periodic updates to LTA senior management on grant-related matters.

We are seeking dynamic and motivated individuals to join the Rail Licensing Division and contribute to ensuring the reliability and performance of Singapore's Rapid Transit System (RTS) network.

As part of the team, you will support the administration of grants related to the Singapore RTS network and actively participate in various public transport initiatives, all aimed at achieving LTA's vision of a people-centred land transport system. To excel in this role, you should possess strong organisational, time management, and communication skills.

As a key member of the team, you will be responsible for:

• Verifying grant claims submitted by the Public Transport Operators (PTOs);
• Conducting assessments to independently validate the accuracy of PTOs' submissions;
• Investigating the causes of rail service delays using data from rail systems;
• Conducting audits of PTOs' documented and certified processes for the collection of performance data, as well as reviewing control mechanisms at critical points to strengthen grant governance;
• Reviewing and enhancing internal processes, procedures, and systems to improve operational efficiency in grant administration; and
• Preparing and providing periodic updates to LTA senior management on grant-related matters.

• Relevant experience in grant administration, auditing, or a related field would be advantageous.
• Strong analytical skills and great attention to details. Proficiency in data analytics and visualisation would be advantageous.

• A meticulous, self-motivated individual who is a strong team player.
• Strong time management skills, with the ability to work effectively under tight deadlines.
• Proficiency in Microsoft Office applications, including Excel, Outlook, PowerPoint, and Word.
• Candidate with no prior work experience will also be considered for this role.
