Job summary

GovTech Singapore is seeking a Lead Programme Manager to direct end-to-end planning, governance, and delivery of family-related digital programmes under the Ministry’s purview. The role ensures programmes are outcome-driven, well-governed, fiscally responsible, and aligned with Whole-of-Government priorities, while working with policy teams, delivery agencies, and external stakeholders.

Qualifications

• At least 8 years of relevant experience in programme management, policy implementation, or large-scale initiative delivery.
• Proven experience managing complex, multi-stakeholder programmes with policy, operational, and/or digital components.
• Excellent verbal and written communication skills, with proven experience in crafting compelling presentations and papers.

Responsibilities

• Translate policy intent into clear programme objectives, outcomes, and delivery roadmaps for family-related initiatives.
• Oversee programme governance structures, scope, timelines, budgets, and dependencies across multiple projects and partners.
• Monitor programme performance against KPIs and milestones; identify risks and drive mitigations.
• Coordinate with internal divisions, statutory boards, and external partners to enable seamless delivery.
• Lead programme reviews, evaluations, and post-implementation learning.
