Job summary

GovTech Singapore is seeking an experienced Programme Manager to lead and oversee large-scale digital transformation initiatives across the public sector. You will shape strategy, manage stakeholders, and ensure timely delivery of critical government programmes.

You'll coordinate cross-functional teams, optimize resource use, monitor risks, and align projects with government policies. A strong background in Agile/Waterfall and public sector delivery is essential.

Qualifications

• Bachelor’s degree in CS/IT/Engineering, Business Admin or related field. Master’s degree adds value.
• Minimum 8 years of proven programme management experience delivering large-scale tech initiatives.
• Experience in digital transformation within government/public sector is highly advantageous.
• PM certifications (PMP, PRINCE2, SAFe) preferred; strong leadership and stakeholder skills.

[What you will be working on]

We are seeking a highly motivated and experienced Programme Manager to lead and oversee complex technology programmes that drive digital transformation across the Singapore government. This role involves strategic planning, stakeholder management, and ensuring successful delivery of impactful government-wide initiatives.

Job Responsibilities**

• Define programme scope, objectives, and deliverables in alignment with GovTech's strategic priorities and government digital transformation roadmap.
• Develop and execute comprehensive programme plans, including resource allocation, budget management, and timeline adherence.
• Lead and motivate cross-functional teams, fostering a collaborative and high-performance environment.
• Manage relationships with diverse stakeholders, including government agencies, vendors, and internal teams, ensuring effective communication and alignment.
• Identify, assess, and mitigate programme risks and issues, developing effective contingency plans.
• Monitor and report on programme progress, performance, and key metrics to senior management and relevant stakeholders.
• Ensure adherence to government policies, standards, and best practices in programme management and technology delivery.
• Drive continuous improvement in programme management processes and methodologies.
• Champion innovation and the adoption of emerging technologies within assigned programmes.

Job Qualifications**

• Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field. A Master's degree is a plus.
• Minimum of 8 years of proven experience in programme management, with a strong track record of successfully delivering large-scale technology projects or programmes.
• Demonstrated experience in managing complex digital transformation initiatives within a government or public sector context is highly advantageous.
• Strong understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and relevant certifications (e.g., PMP, PRINCE2, SAFe) are preferred.
• Excellent leadership, communication, negotiation, and interpersonal skills, with the ability to influence and engage diverse stakeholders.
• Proven ability to manage budgets, resources, and timelines effectively.
• Strong analytical and problem-solving skills, with a keen eye for detail.
• Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities concurrently.
• Familiarity with government procurement processes and regulatory frameworks is a plus.
