Job summary

GovTech in Singapore is seeking a Lead Programme Manager to drive end-to-end planning, governance, and delivery of Ministry family-related digital programmes. You will lead multi-stakeholder teams, align with Whole-of-Government priorities, and ensure programmes deliver meaningful impact for citizens.

The role requires 8+ years in programme management or policy delivery, outstanding communication skills, and the ability to operate in ambiguity while building strong relationships across divisions

Qualifications

8+ years of relevant experience in programme management or policy implementation.
Experience managing complex, multi-stakeholder programmes with policy, operational, and digital components.
Excellent verbal and written communication with proven presentations and papers.

Responsibilities

Lead end-to-end planning, governance, and delivery of Ministry family-related digital programmes.
Provide programme-level leadership and drive continuous improvement in practices.
Ensure programmes deliver meaningful and measurable impact for citizens.
Establish governance structures, decision forums, escalation pathways, and assurance mechanisms.
Monitor performance against KPIs and milestones; identify risks and mitigations.
