Job summary

GovTech Singapore is seeking an experienced Programme Manager to lead and oversee large-scale digital transformation initiatives across the public sector. You will shape strategy, manage stakeholders, and ensure timely delivery of critical government programmes.

You'll coordinate cross-functional teams, optimize resource use, monitor risks, and align projects with government policies. A strong background in Agile/Waterfall and public sector delivery is essential.

Qualifications

Bachelor’s degree in CS/IT/Engineering, Business Admin or related field. Master’s degree adds value.
Minimum 8 years of proven programme management experience delivering large-scale tech initiatives.
Experience in digital transformation within government/public sector is highly advantageous.
PM certifications (PMP, PRINCE2, SAFe) preferred; strong leadership and stakeholder skills.

Responsibilities

Define programme scope, objectives and deliverables aligned with GovTech priorities.
Develop and execute detailed programme plans with resource, budget and timeline management.
Lead cross-functional teams and foster collaboration for high performance.
Manage relationships with government agencies, vendors and internal teams.
Identify, assess and mitigate risks with contingency planning.
Monitor progress and report metrics to senior management and stakeholders.
Ensure adherence to government policies and best practices in delivery.
Drive continuous improvement in programme management processes.
Champion innovation and adoption of emerging technologies within programmes.
